Battery is NOT good at 12.4 ..........
check ALL your cables - Especially the ground.

You have a battery to jump with by chance?

Check the PTO and if it's an HST check the position of the treadle pedal.

Do you have the WSM (aka Service manual) ?
It has all of the troubleshooting info in it.

Hold the key in the Start Position, and move the HST pedal back and forth slowly. Wiggle your butt in the seat, more your weight around. Then play with the PTO switch, force it further backwards with the key in the Start position...
Yep I tried that last night

Ok I finally found problem. I jump starter and it spun so I moved back to neutral safety switch. It is making contact with plunger just not enough , I put a small rock in between plunger and bracket that makes contact fires right up.

so how do I fix something that already has pre drilled holes for safety switch I can’t move it up or down?
