So I turn the key on, get two red lights. Turn it to glow-plug ... get the glow plug light, the other two dim. Turn it to start ... the lights go out and nothing happens. Not even a click or a bit of a crank.

I had the starter bench-tested, it works just fine. I've got current at the starter bolt where the starter wire is bolted on, it's slightly less than the battery (and there's a current even when the key's turned off, I don't know if that's normal). I'm pretty sure it's not shorting, I don't see any sparks when I turn the key, and I tested the starter body, it doesn't have any current.

The battery reads 12.2v, which might be a little low, but even then I should get at least a click from the starter or a slow crank from the engine.

Suggestions? Is it possible the ignition switch isn't working? It feels like it's something between the battery & starter, and I think that's all there is, unless there's a fuse I don't know about that's blown.

replace battery.....12.2 is too low - and that has little bearing on the amps provided.

Could be the fuseable link has blown too.

Could be a cable problem too - poor ground will show voltage, but amps will be poor. Check cable ends.....looking good and being good are two different possibilities.

BUT IF you are reading voltage AT starter with key turned off ....you have another problem entirely ....

you could have a bad switch....but I would check with a fresh battery to eliminate all possible problems first.

Agree with Hokie that from the symptoms the battery is weak. Get a replacement and charge it before installing.

While battery is off machine clean the big conductors terminations on positive and negative conductors. Especially clean the termination going to chassis.

Then please let us know success or symptoms after those tasks for more help.

When you turn the key to crank, do you have power to the small wire on the starter solenoid? If not, check safety switches. You might have the pto engaged. If it's a hydrostat machine, turn the key to crank and rock the forward reverse pedal to center it. That happens often.

Rentthis is on the same thought path as me, does it get power to the solenoid connection?
Small connection on the starter?
I think on that model there is only one safety that keeps it from cranking and that would be the clutch pedal, are you stepping on the clutch when you crank it?

More than a 'little low', it's 2/10ths of a volt above DEAD. With a 12 volt battery, 12 volts static reading is DEAD. Battery time for starters.

A fully charged flooded cell battery (or AGM for that matter) will static read 12.8-13.2 volts when charged. The telltale is the idiot lights dim when you energize the glo-plugs. Right there that tells you the battery is done.

You may have other issues besides the battery but I'd start there and clean the terminals too.
