PTO on 9540 is not engaging

The PTO on my M9540 is not engaging. I have checked the cable and it is moving the full range of motion. With nothing hooked up it will spin the shaft. But when the snow-blower is hooked up it will not spin. Oil level is OK.

Can you be a little more specific as there is 22 sub models of the M9540.

How many hours are on it.
When was the last time fluids and filters were changed?
Did this just happen all of the sudden?

It is a 2007. It has an 8 forward and 8 reverse with hydraulic shuttle transmission. The tractor has about 3600 hours. Filter and oil was changed last spring so it has around 100-150 hours on it.
It happened suddenly. The cable moves as it should.

PTO clutch has a problem most likely. Not uncommon. BUT, keep in mind that the PTO clutch is hydraulically activated, so it would be good to have a pressure gauge to test the pto clutch pack pressure before splitting the tractor.

Could also be one of the shafts broken, or perhaps a pto clutch valve problem. You've ruled out the linkages. But likely the clutch itself, which requires splitting of the tractor to gain access. I've done a few. None of them are cheap or easy. Especially now since the original PTO clutch assembly is NLA and is superceded to the M60 type, which is a better designed clutch in all honesty but it better be for what it costs.

Thanks for the responses. A little back story. This is my dad's tractor, and he wanted my help. After checking all the obvious things, everything seemed to be working. So we connected it to the snowblower for some resistance. Yep turned out that when dad had the knuckle replaced they reversed the shear pin assembly. All that was wrong, there were no shear bolts installed. There were many senility jokes at the farm!

Well that's one heck of a lot easier and cheaper fix than the PTO clutch being out! :D
