than likely it is a mine shop, and the tire in question is foam filled on an end loader of some kind,,, just a guess
Might have been foam filled after the fact, but I can’t imagine it being foam filled before the fact and that repair being done on a foam filled tire…

Frankly, when I viewed the picture, my first thought was, it was probably located in Pakistan or India…

I have seem beau coupe treads come off foam filled tires, and a repair like this dose not supprise me, when a job has to be finished before it can go to the shop,, just MHO :)
