After new piston rings my trucks 700 cca battery barely turns over this small engine. It spins fine in decompressed mode. As soon as I close it the battery can barely turn the engine over so not enough speed to get it started. Any suggestions? What is ironic is last night the tractor battery was turning engine fine but it would not start. Charged the tractor battery up last night and this morning the tractor battery would not even budge the engine.

I'd suspect the starter. Strong enough to spin it with no load, but not strong enough to spin it under compression.

Did you do bearings too?
If you did, did you pre lube the bearings?

Either you have bad batteries, have them load tested at an automotive parts store.

Or you have bad battery cables, corroded cables can reduce available AMPs.

Or if you cranked the tractor for too long you have burnt the starter windings and you'll need to get a new starter, some automotive places can also test starters for amp draw.

could one of the cylinders be hydro locked?
No- it wouldn't turn over at all, once the piston reaches a point that it can't compress the liquid any more.
