T1400h Throttle settings

I have a used Kubota T1400H with the 13.5hp engine. Oddly enough, the engine wont throttle down when I pull the throttle lever back from "rabbit" to "turtle". I think it may be these adjustment screws. Ive included some pics, do they look correctly set?
First is all the way up to "start":


And "turtle"


So do these look right? Any adjustments I can do to fix the odd throttle response?

Question - both plates move freely when the throttle level is moved? IF not - can both be moved by hand?

The adjustment there looks good.
Check the linkage from there to the actual carburetor, a sticking cable there could cause that issue.
