safety shutoff?

My 3130HST engine shuts off automatically when I push the "forward" pedal down.
It has enough power to move forward (to get off the road?) but will not accelerate at all. Reverse works normally, as do the loader controls.
I found my hydraulic fluid was very low and filled it up, which did the trick last winter when it happened then. It did not work this time.
I hear a "click" coming from the engine which sounds definitely like an on/off switch. I am assuming that this is a safety switch which is stopping me from causing damage. How to rectify?

jose263, go to the upper right of this page and notice "Articles Forum Classifieds Videos. Click on Forum, the choose where you want your new thread to be , like "Service, Repair & Maintenance", click on that. Then at the top you see "New Thread". Click that, and you're ready to go!
