Landscape rake or Pine needle rake?

Every spring and every fall we have a substantial amount of flotsam along the shoreline and on the bottom near the shore of our sand beach that needs to be raked up and disposed of. Much of it is pine needles.

What would be the best implement to use to rake this up into a pile on shore? A pine needle rake sounds purpose built for the job, but will it work under water? Would a landscape rake be better, or would it try to rake up the sand?

I live on 100% sand and my landscape rake moves it more than the pine needles.
Get the pine rake. ;)
