L2502 wont start

So after getting most of it put back together. I decided to try starting again. No luck.
I remember after last time I took the pump out I had to move the rack with a screwdriver again.
So I took off the oil filler cover and moved the rack. Started right up.
Shut it off and tried restarting it, no luck.
Moved the rack, started right up.
For some reason the rack is sticking

I would send the pump off to an actual fuel injection shop to see if they can resuscitate it properly.

With that much gunk & water intrusion, she needs a professionals touch, if not some parts outright replaced.
