So, what exactly is the purpose of the bar that sits stationary across the front of the tractor hood on the FEL really do? Does it have to be there?

Sometimes there are two bars. They have a hole near one end and a foot welded to the other. They are there for storage, and when not in storage used to support the loader when it's off the tractor.

In the L1730 Parts manual, it is #32, Front Bumper. If its only a bumper, I thought about modding it to allow the headlights from the actual tractor to not be blocked by it.

That's really not a "bumper", it's part of the frame of the loader, if you alter it make it strong!
It's job is to cut down on outward force of the loader towers, and frame.

Good to know! Perhaps I will mount some separate lights to that instead then. The original was missing when I bought the tractor and it's now a small c channel... and bent. I guess its time to get a 1" × 3" steel tube...
