I believe that controls the 3point and the speed that it will lower. I usually get mine set in a working position and close that off so the implement does not change height. Have to open it back up if you raise it and want to lower it again

....and 'adjust' it often or it will lock up and then you will have an issue.

If it does not move easily, don't force it. Soak it with a product like PB Blaster off and on for a few days, then try turning it again. If/when it does rotate some don't try to turn it too far any one direction, but turn it back and forth a bit at a time.

It it the DROP speed of the three point hitch, it has no effect of raising speed. ;)
