Let start with the easy fixes. Oil is blowing out the breather tube; it is over-filled. Check oil, adjust level.
3PtH not going down; there's a knob under the seat, try turning that clockwise about 2 turns. Problem I always have... is that clockwise sitting down or looking at the knob? try one way, then the other.
How many hours on the meter?

Don't really have a solution for you, but "hard starting + oil spraying out breather" may mean that the rings are shot or valves are shot or valves are not set correctly or some combination of the above. I don't suppose you know what the compression is??

cool thanx for the couple of reply's i do not no the compression i did try and find out in forums how to check the compression i have started tractor a total of 3 times first 2 times about five minutes tractor sounded great third time i started and let it run for about 15 minutes then i decided to check and see if pto worked pto shaft turned in high and low then checked lift coming up it came up fast but didnt want to go down was slow after it lowered i raised again then got off tractor to check for leaks when i noticed it was blowing a good bit of oil out of breather tube out of valve cover tractor meter has 665 hrs if it still works , first 2 times i started no oil came out of breather tube but i didnt touch any hydraulics or pto and lift arm was down both times i started tractor is very hard to start but if u no what i mean it wants to start so bad it just dont catch ive bleed all fuel lines also person i bought tractor from thought it didnt have any compression it was the decompression valve lever was stuck which i learned from this site to check reading forums tractor sounds great when running

yes very hard to start even after it is running u shut it off it wont restart it may take all day to get one start

When my L175 became hard to start the cylinder head was cracked in four places.:eek:
Oil and water were mixing and water came out the exhaust at start up as obvious signs of mechanical damage.

For oil to come out your draft tube the crank case has severe blow by or water could be pushing the oil up and out or both. Check the oil pan by backing out the drain plug just enough to let fluid out. If water is in the oil pan it will be the first thing to come out. If only oil comes out then your not getting water in the oil and the problem may be mechanical such as head, pistons, rings etc.
Make sure water is in the radiator. These "perk" cooling systems loose water normally and they constantly have to be checked and topped off.
