Help identifying mystery metal plate

I was hooking up my mower and found this plate sitting in the PTO housing. Looked all over and don't see where it came from. I also don't remember tossing anything in there for storage It's Kubota blue/gray so it had to have come from the tractor. Any ideas?

It looks like the hook for the 3ph safety chain. Usually mounted somewhere above the PTO. Keeps the implement from falling and hitting the ground accidentally when roading.

It's supposed to be under the top side of the PTO cover.
