Our BX24 with bucket and backhoe attachment is blowing off the filter and now won't let us put a new one on and fill it back up with fluid without blowing off the new one any ideas on how to fix this problem?

You sure you don't have a dead head?

Do you have a pressure gauge?

I would order the pressure gauge from BXExpanded.com ASAP. Then I would disconnect the QDs from the front loader and the backhoe and test.

How does the wire strainer look? Any debris?

Most likely cause is the lines to the back hoe deadheading the system, could have a bad disconnect.
Disconnect the BH and connect the bypass loop and see if that helps.

Deadheading shouldn't blow the filter off. You deadhead all the time during normal operations - right?

Maybe the filter housing (threads) are damaged/stripped.

could pressure relief valve be stuck closed?

No you do not deadhead all the time, you hit the pressure relief valve and it relieves pressure. ;)

Kubota has two types of systems one is a pressurized filter system and one is a suction filter system, on the BX's they put the filter after the pump, thus pressurizing it.
On the newer pressurized systems, they put in a bypass or relief in for the BH loop because of this exact issue.
