B1750 engine rpm’s seem low

New here. Bought a new to me b1750. Been working through minor issues but noticed while in high gear on flat terrain, I can barely get engine to pto rpm speed. The cluster shows pto rpm’s around 2400. But that seems to be slightly higher than I can get a full throttle without any pto engagement.
anyone familiar or have some advice. Engine has 1800 hrs but seems solid. No issues with starting. No excessive smoke. Just seems that engine will not rev high enough according to the cluster.

Have you checked or replaced air filter?

RPM in neutral at WOT?

High gear? geared or HST?

Could also be a hydraulic fluid / filter / screen issue.
Also less likely could be a fuel delivery issue.
