If you’re referring to the knob in the picture below, it controls the drop rate of the 3 point. Has no effect on rate it raises. If completely closed, it will prevent the lift from dropping. If it’s never been turned, it could be stuck.

If you’re referring to something else, a picture would be helpful.

While I've heard of them getting stuck I’ve never had one get stuck, so I don’t know. Hopefully someone else who’s experienced the problem will weigh in.

DO NOT try to turn it TOO hard or you might snap the small shaft into the tractor case.

Spray with penetrating oil and try to get it turning with firm pressure but not too firm! If it doesn’t move, the spray it again and walk away for some time. Try again later on or tomorrow.

Be patient.

Don’t use WD-40

If you don't get it to turn with oiling it you will need to take it apart and free it up.

Had the same problem on my L2800 when I bought it. Couldn’t get it to free even with a week worth of PB blaster daily so simply bought the replacement from Messicks. It simply unbolts—slide out and slide new one in.

I don’t recall the cost but it was not prohibitive.

Edit: if it is seized and you have to pull it, make sure the internal O-rings are intact to ensure no water can get (or already has) into the transmission case. My external rod was completely rusted and essentially welded to the housing, but the internal parts looked brand new. Now I turn it a little back and forth every time I am using an implement to make sure it stays free.
