If you’re referring to the knob in the picture below, it controls the drop rate of the 3 point. Has no effect on rate it raises. If completely closed, it will prevent the lift from dropping. If it’s never been turned, it could be stuck.

If you’re referring to something else, a picture would be helpful.

While I've heard of them getting stuck I’ve never had one get stuck, so I don’t know. Hopefully someone else who’s experienced the problem will weigh in.

DO NOT try to turn it TOO hard or you might snap the small shaft into the tractor case.

Spray with penetrating oil and try to get it turning with firm pressure but not too firm! If it doesn’t move, the spray it again and walk away for some time. Try again later on or tomorrow.

Be patient.

Don’t use WD-40

If you don't get it to turn with oiling it you will need to take it apart and free it up.
