Have you checked your air filter lately? Sounds like it's not flowing enough of something. When it runs it starts starving itself, then after it dies it takes a bit for that pressure difference to equalize.

I agree, I have however checked (and tried to start without primary then secondary filters), no improvement. I have changed the fuel filter and have plenty of flow in and out of the filter. I have some fuel being returned through the injector return.
It may be my imagination but I can start and run for 2-3 seconds if I don't wait on the glow plug, if I wait before starting it won't start. I can here the glow plug energize and once it (or some other solenoid drop out the engine quits.

I wonder if there's some sort of grounding issue in that solenoid that only shows up in it's non-energized state.
Turn the key to run without starting it and let the glow plugs do their thing. Then try it after the glow plug light/solenoid turns off. If your suspicions are right then it shouldn't be able to start at all, I wouldn't think...

Perhaps this is an electrical issue.

Check all fuses. There could be a low amp fuse blown. A 5 amp labelled #8 in the image below

The engine stop solenoid has two internal coils and one of these may not be working.

There is a strong Pull In coil and a much weaker Hold coil.

With your symptoms it sounds like the pull in coil works but when the key returns to the ON position the hold coil is not working.

I have attached the page from the WSM showing how to test the solenoid and its relay.

You may be on to something, I can't get the engine to fire after the glow plug sequence is complete. I will continue when the sun returns.

The solenoid is grounded through its case to the engine. The high current pull in coil is working if the owner's first report is correct: My L3830 will start but not continue running so issues with solenoid grounding seem unlikely to me

On the L3830, the Intellipanel has replaced the OPC found on earlier models but the function is very similar. When the 5 amp fuse blows it usually means a short at a safety switch either because of chaffed wires or rodent damage.

A simple test light can confirm if the hold coil is powered with the key in the ON position. You do not have to try and start the engine.
