Are you talking about the drain fuel, or the tank?

How deep is the clay?

I'd be very careful driving on it ... But, the box blade will pull it off better. . .

Yeppers a shovel, you really dont want to tear things up on a system, and really top soil on top of the clay will grow flowers just fine. Just dont let him/her plant grass on it and then drive the mower over it!

The tank. I think he say it was about 6-8’ in the ground. Not sure how deep the clay is

Shovel or mini excavator.
I just put a new system in a few weeks ago and still finishing up on it.
The top of the tank is 6-8 FEET down?
I have drove over my drain fields with my M series, I used chambers. No way I’d drive over the tank. This project was too hard to do, don’t want to do it again.

I would at least “start off” with a shovel, and see what your dealing with.

6 inchs or 6 feet?

Then depending on your skill level, you can probably decide which is best.

I do not allow any vehicles/utv’s or anything larger than a “fat human” on my tank.

But I am a”city boy” and usually take the “error on the side of caution” approach when it comes to my septic.

6 to 8 inches?
or what you wrote...
6 to 8 feet?

6 to 8 inches depends on the type and size of the of tank.
6 to 8 feet... mostly unheard of but you could drive anything over that.

I have a 1250 gallon drive over tank, reinforced tank.
My tank is 3 feet in the ground and the leach (drain field) is about 2 to 3 foot underground.
Never have an issue with working over that.
If the tank and leach field are 6 to 8 inches, I wouldn't put any equipment on it ever.
Your very liable to do some hidden damage to some part of the system.

Personal advice I would stay off of it.
Business advice STAY OFF OF IT, unless you can get it in writing from the septic installer that you won't do damage to it, and that any damage that happens is covered by them at their expense.

Others have said it. JonM says it clearly. Follow his advice.

Septic tanks can offer surprises. Few years back we had a lid "fall" in to the tank. It had never even had a push lawn mower on it. It had a few inches of cedar chips, that's all. Discovered no rebar in the lid.

It's unclear whether the OP means the tank or the bed. Usually tank has 2 access covers and you mark them 'somehow'. Near me ,owners use round patio stones, put potted plants on them.
I can't drive over my tank, it's under the addition on the house.

How LARGE is that Septic Tank..?? Will your tractor FIT INSIDE IT?

If so, it’s gonna be a Mess if you survive it.

If you're talking about the concrete tank on the left use a shovel and install risers with a lid. Easy access for future pumping. Since it's new the soil won't be too bad to shovel out.

If you're talking about the field to the right a back blade or box blade with scarifiers. If you're scraping the field be very careful how deep you go. My field is a semi-built up because of the clay soil I have, it pretty much failed the perm tests and required fingers laid in sand and topped with fill from the construction of the house (clay) and it grows grass better than any other part of the property.

Because I have a semi-built up it is not very deep and I wouldn't dig down more than 4 - 6" in my case. I've driven over it for 18 years with my BX1880 with full loads with no issues but it's a light tractor to begin with.
