My B2320 starts with the clutch disengaged. I don't start is that way, but what is the purpose of the clutch? It changes speeds without the clutch engaged too.
The clutch is used for the PTO primarily- you don't usually have to use it to change the HST ranges, unless something is tight in the drivetrain.Does the tractor have a HST? (It must given the question.)
Usually the clutch is used to change the range of the HST (high/low).
That said, my L48 will change from low/medium/high range without the clutch.
The BX2200 doesn't even have a clutch and changes from high/low without it.
Not sure how your tractor works but try pushing the clutch in with a PTO implement on. Bet the PTO is clutched and the implement stops running.

The above posts are 100% correct - the clutch engages the PTO. On some models (like my B7100 HST) there is an interlock with the starter motor so that the clutch has to be depressed to crank the engine.My B2320 starts with the clutch disengaged.
