Definitely looks like something for lifting, and it looks like it's made to go onto the lower 3pt links and hook to tractor hydraulics. Maybe for lifting hay bales to a loft?

Reminds me of the conveyors we had many years ago to lift bundles of shingles up to roof. Before boom trucks or scissor beds.

We use something like this to get hay into the barn loft. We call it an elevator. Ours is electric though, and has cogs welded to the chain.

I think wolf man is on to something. Water well drilling idea perhaps. Under frame mounting arms are with it i think for the set up or a platform holder.
