The Hydraulic system oil keeps getting water in it and the system pushes oil out thru the transmission at the bottom of the shifter.

It may be getting in around the shifter boot, or the vent for the transmission on the fill cap. If it sits outside a lot, that's usually the cause

To get enough water in the system to force oil out the top is rather odd!
I would lean more towards sabotage than a failure, that is unless you have taken it swimming lately?
It could get some water in the vent on the top of the 3 point and maybe if the cap was left off.
I would suggest you drain all the hydraulic fluid and see how much water really is in there.
