V2203 DI governor issues

Hello all new member here but hoping as I read through numerous posts that one of you will have the answer I'm missing.

My brother purchased a 743 bobcat this summer from a gentleman who had repowered it with a v2203 out of a refrigeration unit I belive he said. Basing off serial number on engine it appears possibly a thermo-king? He removed the IDI 1703 and installed some of the throttle parts on to the DI 2203 and hot it in and it would run but surged and had no throttle response. I read through posts on here and determined the governor linkages from the 1703 would not work as the deck is slightly taller on a DI engine and would cause the slot to lose the fuel pin when going to the shut off position creating a WOT issue and having to choke engine out with a block.

I have changed the linkage to that of an IDI 2203 and now have eliminated the surging but still have no throttle response. When I start it I get what I estimate to be between 1200-1400 RPM. I work on these for a living so have poured over my resources to try and find a fix but this is a bit outside of kubota manuals since I don't believe the DI is in any tractors that I can find. I have tried three different sets of governor springs so far, the 1703 set the previous guy had in it, a set called for on a 2203 in a skid I found on YouTube and the set from an L4200 which shares the IDI 2203 with none yielding results. What am I missing?

The original governor should have been fine and dandy, I have that exact same setup in my 743 and didn't have to change any of the governor to make it work 100% proper.
The governor in the refer units did full revs.

Have you bottle fed the injection pump, to eliminate a fuel delivery issue, as the 743 were plagued with issues
What did they do for a delivery pump?
As the refer units did not have the hole for the factory lift pump

What did they do for a delivery pump?

So the previous guy has an electric fuel pump feeding it and I was able to eliminate the surging when I put in the spring set and governor linkage from the L4200 IDI 2203. I read through a bunch more posts you had commented in last night and other posts in here and am beginning to think I have been overthinking this whole operation. I was under the impression that I needed to have a governor linkage that would fully contact the fuel pin throughout the whole travel. I believe now the only reason this engine would only run the two set RPMs was due to the setting on solenoid connected to the throttle arm that it would originally have come with. Does this sound correct? I wasn't finding some of these other posts when I searched before so I may have wasted some of yalls time with the post.

If they are using the stop solenoid that comes on the V2203, pull the solenoid off and see how it runs.

I maybe didn't explain it good enough. I currently have the stop solenoid off and am running it with a v2203 IDI governor linkage. At this time it shuts down with the manual shutoff on the side. I have the side cover off and can manually speed the engine up and sl

Currently I am starting and running it without the shutoff solenoid. When I go to shut it down I use the manual shutoff on the side of the pump housing like the 1702 used. The governor linkage I am running is the 2203 IDI linkage from an L4200. Fuel is not an issue as I can move the fuel pin forward and backward to manually manipulate the rpm with my finger while it is running but when I let go it goes back to the 1200-1400 that it wants to hold all the time. I did find the previous owner gave me the stock governor linkage that belongs to that engine so I am considering putting that back into it this weekend and trying to take the engine back to stock setup but need to determine which spring set belongs in this engine.

Yea ok, now I really think i see what going on.
You CAN NOT use the linkage, governor, injection pump, fuel cam, or springs off of an IDI engine in a DI engine, they do not cross over.
Use all of the original parts and you can get it working properly.
