I have a B6100E that has a plug or bolt on the bottom of the bell housing , A 14mm wench fits it, it has a nut welded to the bell housing, looks like a drain plug, all the books I have doesn't show it . There shouldn't be any fluid in the bell housing that I know of.

Yep it's a drain plug, no there should not be any fluid in there, you can pull the plug to confirm.
Like D2Cat stated they were designed for rice patty work so it has a sealed bell housing so as to not get the clutch wet.
Newer models have a automatic drain setup on them.
