T1760 clicks but won't turn

I replaced both battery cables since the picture was taken, I'll test again to jump solenoid, but in the past I was always able to jump start

Jump start how? I said jump battery lug on starter to solenoid terminal on starter. If that starts the problem is in the solenoid circuit. And on these lawn tractors thats often one or more safety switches.

update, when I bridge the connectors on the solenoid, it doesn't always start so more likely it's no solenoid; I removed and cleaned break pedal switch and it worked 4 times and stopped working again, I wonder if it's a broken cable inside the electrical wires....

If it does not start every time you bridge the battery lug to solenoid its battery, battery cable, starter, or starter ground.

I found the issues. I tested all the switches, but they all worked ok. I temporarily bridged them and continued to look around. It turned out to be the fuse socket. The fuse didn't go in all the way, and I guess it didn't have a solid connection. Since I cleaned it and pushed it in really hard, the tractor started at least 10 times with no issues. So it was the simplest connection issue after all. Thank you, everyone, for the tips and response.
