Depending on what type of rust. That is, just surface v. deep rust.
When talking with the body shop about dealing with my developing rust issues on the pickup rear wheel openings. He noted not much can be done about the rust that is starting from the inside in. Cut and replace the damaged steel. Why the paint bubbled and flaked off exposing the rust.
Surface rust on the implements. I just sand, brush away the loose rust and hit it with a OsPho like substance. Wait a day or so and prime/paint. On my old snowblower to deal with the gravel dings in the box, impeller, and auger blades I just washed it at end of the season and broke out the spray can of Rustoleum. Worked fine for the +20 years of use before trading it in for the new BX's snowblower. Almost made it through the season without blowing any gravel into the woods. Did the same with the LP snowblower. Just not Kubota orange. Generic orange rustoleum.
