What does everyone use to seal, remove, or convert rust?

Good luck with that, oxidized steel and cast iron is wasted to the depth of the rust. Products sold that say otherwise are just snake oil. Yes, you can treat rust to better hold paint but it is best to remove it or replace the part. Removal products can be had at any hardware store and we can't say what is best without seeing the project.

Mechanical removal of scale (wire brush, needle scaler, etc.) then Ospho (phosphoric acid) for chemical stabilization to allow for painting.

That’s a general answer to a general question. There are other products for the chemical stabilization step, but whatever it is needs to be some sort of acid.

Ospho. Buy it by the gallon. Prices vary, be sure to shop around. I put it in a spray bottle and spray it on enough to dampen the area after all loose material is brushed off.

Remove by sand blasting, then dip the parts in phosphoric acid, then epoxy primer and top coat paint.

For sealing rust (in gaps) I use Owatrol oil (linseed oil) and corrosion protection wax.

Depending on what type of rust. That is, just surface v. deep rust.

When talking with the body shop about dealing with my developing rust issues on the pickup rear wheel openings. He noted not much can be done about the rust that is starting from the inside in. Cut and replace the damaged steel. Why the paint bubbled and flaked off exposing the rust.

Surface rust on the implements. I just sand, brush away the loose rust and hit it with a OsPho like substance. Wait a day or so and prime/paint. On my old snowblower to deal with the gravel dings in the box, impeller, and auger blades I just washed it at end of the season and broke out the spray can of Rustoleum. Worked fine for the +20 years of use before trading it in for the new BX's snowblower. Almost made it through the season without blowing any gravel into the woods. Did the same with the LP snowblower. Just not Kubota orange. Generic orange rustoleum.

After using a wire wheel to get loose rust off, I use Rustoleum rusty metal primer.

Been using it for many years and I've never seen rust come back to the surface. Even on a saltwater boat trailer once.
