run B7100D with no battery?

With no battery in the circuit to load the alternator, voltages can go high enough to damage electronics.

B7100 might be old enough not to have any electronics...But I do not know.
My question would relate to how the tractor starts and is shut down. Does it need some voltage to keep the fuel shutoff solenoid open when running? Does it need voltage to shut the engine off when the time comes?
I would consider these things...

On these old boys - the fuel cutoff is manual - you MOVE the lever, and then the fuel is cut off - no electronics to worry about............ he has a problem with a short somewhere .....
Then I suppose the answer to the original question is yes.
Original question does leave a little to be desired on details!

I assume you mean by towing the tractor to turn it over? Probably not, unless the engine is already close to operating temperature. You need to run the glowplugs first, and for that you need a source of electrical power.
Once the engine is started, you don't need the battery or charging system. It will keep running until out of fuel or the throttle lever is used to manually cut off the fuel.
