PTO Drags When Cold

I have a Kubota M110x with 3000 hours. When I purchased it from the Case dealer 70 hours ago, the pto dragged. It was probably 50 degrees when I purchased it. The deal included them fixing the pto. They split the tractor and replaced the break. Worked great for 30 hours then winter came and it again dragged when below 0. Once machine warmed up for 30 minutes or so it would stop. Another 40 hours have passed and now drags any time below 60 degrees. Works great once the machine warms up or over summer months. I took it to the Kubota dealer and he put in a selanoid, claimed it was fixed, probably because the shop was above 60 degrees. Dragged as soon as I got it home. At this point I have spent a pile of money and stumped 2 shops. The Case dealer changed the fluids/filters and claimed everything inside was within specs, other than the break which he changed. The Kubota dealer pulled the cover off and felt that all was as it should be, at least from what he could see. Anyone have any thoughts on what I should try next? Any insight would be greatly appreciated.

Operationally, you are not shutting down the pto implements at high revs are you? I know this can take out a pto brake in short order.
My guess would be the mechanic did not replace the flywheel surfaces of the pto, just the frictions. This may even be the basket housing on that model, just depends. Many will spin for a bit when the fluid is cold, but should hold plenty once warm.

Do you know what fluid the case dealer used in it?

It could be that the fluid they used is not of the proper specs and causing the dragging issue.

I do idle it back before tuning off the pto so I don't think that is the issue. If it is either the flywheel or housing, I will probably run it for now, see how it does over time. The fix is a bit pricey. Thanks for the info.

This would be the simplest solution. I might change it sooner than needed. Fluid is not cheep but I guess I have spent more on less. Thanks for the info.
Sadly if they used the wrong fluid it could (although not very likely) damaged the brake clutch pack.
