When I engage the parking brake only the right side engages. Is this normal?

No, Do you have the pedals locked together?
When the pedals are not locked together, push each pedal down and check for brake operation per wheel, then note how far you need to engage each pedal for the brakes to work. I bet the right pedal is farther down, you need to adjust the linkage for the pedals to be about the same throw on each.

You should be able to link them,if you were to hit only one pedal while travelling in road gear the result could be devastating. As in lose control. Not likely in hst but possible. Then as mentioned above.
Pedals should always be linked unless using for tight turns at slow speed.
