Two additional points - its a bx23d from 2004ish. And, It's not the seat switch which was disabled years ago. The symptom is identical but triggered when rocking the hydro pedal forward or backward.

It is probably a switch associated with the seat that tells the tractor that you are in the seat (haven’t fallen off)! Clean it, replace it, or figure out how it works and deal with it. I think they often get bent or the seat doesn’t move down enough.

A bad pedal safety switch would either prevent you from starting the engine or blow fuses. You have described neither symptom.

The HST and PTO switches are 4-pole switches with 2 individual circuits. One circuit is for starting, and the other is for OPS. One circuit can fail, and the other can still work, so the tractor could be started but not driven if only the OPS circuit failed.
Just this evening, I diagnosed a BX23s (different tractor, same switches) that will not crank using the key switch. I started it by jumping the solenoid at the starter to get it running and I was able to drive it into the shop.
The point is, do not dismiss a failed HST switch.
