First three things I'd check.

"clean all battery connection"
Did you clean/replace the ground wire from the battery to the frame or just cleaned the battery terminals? Clean and repair any and all ground wires to the frame first before proceeding with other repairs.

"when I turn the key sometimes the dash lights come on"
Could be a bad main switch (where the key goes) - check wires/connections, repair or replace wires/switch.

"once I got it going jumping at the starter, but won't do it again"
So now the starter won't turn over when jumped - repair or replace starter.

Sounds like it's been hacked up and you have mutiple issues.
Start with the WSM and go through the entire wiring.
Could be a main switch, or could be a host of other issues.
