It really helps to know what tractor this is happening on as some have unique issues.
General Advice:
Change fluid and filter, UDT or better.
If that still doesn't fix it the pump has bad seals, but give tractor info to possibly get a better answer. ;)

My tractor was acting up in cold weather. I had some water in hydraulic oil, added two cans of sea foam Trans Tune and worked steering all the way to end stop and ihydraulics and steering started working so moved snow with fel for a couple of hours and has been fine ever since. Also replaced cracked shifter boot ( source of water )

Description is very vague and detail is non-existent...however I'd venture a guess that you have ice in your hydraulic system causing things to stop working at low temps.
