The specs. for this tractor say that the 3 pt. is Cat. 1 and Cat. 2. How can it be both or is it either/or?

Wolfman is correct.
It's a Cat 2 hitch. I've been replacing hitch pins on some of my implements as they came with Cat 1 hardware. In some instances you have to use a sleeve that goes over the Cat 1 pins to take up the space for the cat 2 hitch. I don't really like that scenario but it has worked in cases where I can't get a Cat 2 pin to work on such implement.

I'll add to what others stated that sway bars can also be adjusted to either pin spacing width of Cat ll(34'') or Cat l( 28'')
