Trying to install my newly purchased 60" mower deck onto my Kubota BX25D, I'm unable to get the pto arms to lower. I've done all the obvious trouble shooting, like making sure the height adjustment is not on "TOP", pto up down lever is fully down, but I still can't get them to move. The rear pto arms move up and go down. What am I doing wrong?

Just so you know, PTO is the spinning shaft, not the lift arms.
If the rear three point arms are moving then the deck lift arms should be moving.
Did you engage the lift arms to the deck?

Are there any pins or locks to hold the deck up (in a stowed position) on that model? If so, are they in the correct position for adjustment or stowage?
As far as I know, no.
I don't have the deck installed yet. I was trying to, but the arms for the deck won't come down. the tractor has never had the mid PTO in use. Could it be the linkage is sealed? If so, how do I get it unstuck?

Yes the arms and pins should not be hooked / wedged into the end of that bracket they should be below it.
20, 30, 40 are bushing that fit into the frame holes to make them round.

When I purchased my BX25D used, the 3-point and mower deck arms had never been used. The 3-point arms would go up and down, but my mower arms wouldn't move either. Turns out they were just frozen with a little grime. I just wedged a board in there and gently pried on the arms while lowering the 3-point arms and they popped loose. Lubed them up a bit and they've been perfectly fine since then. Tractor only had ~140 hours at the time.

To me it looks like there is part of the frame with a nub on it that is stuck into the hole at the end of the lift arm. But your picture is pretty close up so I may be seeing things differently than they really are.
I would figure out how you are supposed to stow the lift arms when you remove the mower deck and see if that is what is going on currently. Or just loosen up some attachment bolts and get the arms down to attach the deck then tighten the bolts back up.
Thanks, that seems to be what is going on. I'm going to somehow get the arms out of that "nub" and see if they come down as supposed to. Not sure why they were there in the first place. There is absolutely nothing in any of the manuals that address this condition.
