l4850DT PTO clutch stuck?

I recently purchased a "fixer upper" l4850DT and I about have a fully operational tractor except I'm having troubles with the PTO clutch. It doesn't seem to do anything. Tried adjusting linkage, nothing. PTO works if I just engage it, but I'm guessing I'll have ground gears if I do that much. Any ideas besides breaking it in half and looking?

Does your tractor have a duel clutch? Does it have a short lever just about your toe on the left side that needs to be moved for PTO use?

It has what I would call a PTO engage lever to my lower left by my foot. If I move it up and down the PTO will come on and off but with some grinding occasionally. There is also a lever to the left of my seat that is supposed to be a PTO clutch If i'm not mistaken which I could be. The foot pedal clutch does nothing for the PTO either so either way the clutch for the PTO seems to be locked in.
