Could be a steering control issue, but more likely a bad seal on the steering cylinder.
Does it only drift one direction or both?

Drifts in either direction but more noticable on road travel with right drift. Tractor has 2000 hrs and has been worked hard, runs great.

Take off one line to the steering cylinder, you will need to move the wheel in the opposite direction of the line you took off, if when you get to the end it keeps bleeding fluid out the open line fitting, then you will need to rebuild the steering cylinder.
