bought a l345 2wd for the engine

the pto lever is loose and doesn't engage anything and pto runs all the time with engine on

I just want to get an idea of what the issue is

If the PTO runs all the time it sounds like it's already engaged. Sometimes though the PTO shaft will spin just from movement in the oil even when actually disengaged. There's no power behind it, it may just spin. As far as the issue, I'd start by addressing the loose PTO handle. Your tractor is old enough that it is probably a strictly mechanical PTO with no solenoid involved anywhere.

The shift lever and fork are not engaging the shift mechanism inside the transmission case. Take the top off of the shifter area and then you will see what is wrong (if you care to) and you can put it in neutral when the top is removed.

You have a two stage clutch. If you push the clutch all the way down the PTO should stop. The PTO shift fork is probably broken. You will have to split the tractor at the back of the transmission. The narrow section at the back of the transmission has your PTO parts in it.

Follow 007kubotaguy's advise. On your tractor there is short lever above you left toe (when setting on the machine). That is a lockout for the PTO. Maybe you have it lock in?
