L3130 GST PROBLEMS

I have a project tractor that I am trying to get running, I seem to be getting 12v on one of the ground wires coming from the Intellipanel. Does anybody have any idea or advice on what would cause this, I have that wire unhooked and soon as I land it I blow the 5amp fuse and get an error 20 message

Be a little morre specific as to the color of the wire and the location where it's landing.

Black small wire coming from the “B” connector on the Intellipanel, supposed to tie into the other ground wires. If I hook it up then it will blow the fuse as soon as I turn the key on
