L2250 PTO won't engage??? help

Hey guys. I have a 1986 L2250 and I cannot get the PTO to engage in either low or high. I have not used the PTO for years and I have not engaged it occasionally just to exercise it like I should have. Anyone have any ideas as to what I can do to get it to engage? Also, with the clutch depressed all the way down does not seem to help.

90% of the time there is a detent ball that rusts up, look around where the lever goes to or into the case and spray some rust breaker around it.
