Been told before that such things are a strong sign the bird is dying naturally or has some sever issue. For example this one can be going blind and something about this hunter smelled and/or had a color combination that his blurry eyes mistook as a pheasant compatriate.

Then again could also be a released into the wild pet or former farm pheasant that was partially tamed hanging out around farm animals that were not spooked by human presence?

Either that or it was a farm raise bird, we get them every now and again at the bird feeder. They get loose from the pay to shoot place next ridge over, even get a few chuckers once in a while

We had some wild turkeys that would follow you around the neighborhood :D Got to talking get to the mail lady and she mentioned that an older lady a couple streets over was feeding them from when they were small. They got used to being around people :D
