We all know a gear drive tractor will have more power at the PTO than an identical HST model.

I’m curious if the PTO on a HST model can put out more power if the tractor is in neutral with the only load being the PTO itself.

Good question but I don't think so. Parasitic loss is parasitic loss.

The PTO power rating isnt going to magically increase when the tractor is in neutral...you simply dont loose available engine power for powering something else.

HP = shaft speed x available torque

Even in neutral your still powering the HST unit. ;)
