Sadly I don't think they allow that in California

The wording says “unrestricted status.” This is the same as most states, including mine. Tordon is a restricted use chemical requiring an applicator’s license to purchase and use it. I described the process needed to get a license for buy and use Tordon on a person’s own property. I did this to control prickly pear cactus on my own property.

Why do you want to take them out if the slope is that steep, do you have plans to do something on the slopes? In any case not knowing how deep the roots go and not familiar with the plant, I might try to wrap a chocker around and winch or pull them out.

;) Just put up a sign reading 'FREE Cactus'. There will be some idiot come along and want them.
fortunately traffic is not a thing for me. I'm the last house on a dirt road in the Mojave desert. Anyone that comes through my 2 locked gates and many no trespassing signs is up to no good and will be dealt with accordingly

I dont know much about them, I had prickly pears under windows and such,, nasty little buggers,, Anyway maybe a brush hog, and backing up the hill at least you wont flop over backwards,, and the like the man said a drag harrow, over and over and over, and sneak over to Nevada and get some round up,, thats all I got
Round up won’t work on cactus. Tordon is needed and you need an applicator’s license to buy in any state. Burning will also kill cholla.

So an agricultural type propane flamethrower / weed burner would kill it?

gasoline + styrofoam = napalm.

Let's see those chollas stand up to that.
