My son in his infinite navy wisdom decided to remove the delivery valves due to stuck lines in order to remove the head from the engine. I’ve reinstalled the valves but cannot find how to reset them so as to install the lock mechanism. Where can I find info to properly test and set the locks?

Go to kubotabooks.com and click on the picture of a tractor. Under tractors find the file L3200 wsm.pdf. No cost. If that file is an operator's manual, ask back here.

One thing that the workshop manual (WSM) will help is a common vocabulary. Not sure what valves and locks we are talking about yet as not Kubota terminology.

YOU CANT!
The Clues to not remove the locks would have been the tamper proof screws holding them.
You're going to have to remove the Injection Pump and send it to rebuilt.
Make sure you remove and retain all of the shims (very thin) under the pump as that what set the timing and when you get the pump back you'll reuse those shims.

Oregon Fuel Injection is my go to.
