is there a screen some where in the hydraulic system besides the spin on filter that could be plugged like some tractors have
No, no screen on that model.
If the three point is working then it's getting fluid flow.
Follow @TheOldHokie advice, he's the man when it comes to hydraulics.

have not been out to work on tractor since last talked it has been rainy and high cold winds
I would not be working on it either.

When you do I think you will find the bucket curls just fine with that hose disconnected. And what that tells me is the problem is the tank return circuit that carries exhaust oil from the valve back to the sump is blocked by something. Probably an issue with the quick coupler on the return hose.

you said try curl with base hose disconnected i don't have any literature on the tractor or repair manual so i don't know which hose is which is there a way i can get my phone number to you with out it getting all over

again i don't know which hose is the return would it be the front or rear hose at the valve

I finally got the bucket to curl after a friend came over we started removing every hose one at a time made sure each one had flow ,still nothing took rams off reinstalled switched hoses on each ram top to bottom , bottom hose to top just has a last ditch effort BAM it worked . these are after market rams with fittings on each end as the factor Kubota rams the 2 fittings are at the top. Ok that's a new one, deadheading a pair of cylinders against each other.
Its an old one. Cylinder extends when joystick moved to either position because his valve is regenerative (fast dump) and he had rod and base end reversed at the valve.

Would have been top of my list if that valve had quick couplers on the cylinder ports. Slipped off my radar given the description of how the problem started :rolleyes:
