f2400 engine struggles under load

I have a kubota f2400 mower, it has a rear discharge 60" front deck. it's starts and runs well until you try and cut grass. the blades in the deck turn freely. I can only cut on the lower pto speed 1100 rpm. If I try and cut thick grass it slows right down and sounds like it might stop. I have to travel slowly. The grass has to be very short to use the 2500 rpm pto speed.

Any advice will be greatly appreciated.

Check both fuel filters and the air filter. It could be starving from fuel, air or both. That and dull or reversed blades are the "low hanging fruit". If all that is good, report back and the pros will weigh in.

I would first check cylinder compression. Compression might be good enough to run the engine as long as it doesn't have much of a load. My F2000 has weak compression and I was told if I used it as a mower, there'd be problems. However, I use it only to pull a dump cart around the farm, thus, no problems.
