Hopefully not too late, we've already got two major refineries closing down this year in CA and TX.
I'd give that a little time... The EPA said they'd massively cut regs, YouTubers have flashy video titles, but I'd wait to see official paperwork and then see how that sorts out for 2-3 months. States may wind up with their own regs, so going whole-hog before the other shoe drops may get you in hot water.
