sigh, I was hoping he'd stored on a shelf and forgotten about them,then the 'light bulb' could have come on. I know the 3pt kit for my BX23S is 'somewhere' in my garage,well pretty sure, it's been 4 yrs now and still never used it,so I know things can get 'misplaced'.
Maybe see what the 'kit' costs and offer 'asking minus 50% of kit' ??

I would look for a complete tractor because these sorts of projects can easily end up with "cost creep" as you discover more needed parts and other issues when replacing what should have been there originally. It would make sense if you had a free or extremely low cost parts machine sitting around to rob parts but you are effectively doing a restoration instead of just a repair given all that was taken off and lost/sold and these sorts of adventures always cost more money than initially anticipated.

It could be that it was manufactured like that, and the tractor was built for a special purpose, and those parts were never installed when the tractor was built. I once saw a 1962 Pontiac that didn't have power steering, and it had some mighty weird bracketry installed at the factory to mount a pulley that replaced the power steering. It looked so weird that one would have thought that it would have been less expensive to not charge for the power steering and use the power steering pump as the "bracket" and loop the pressure hose to the return and fill it with oil. In years gone by, factories did strange things to accommodate a customer's wishes.
