Backhoe bucket won't uncurl

I have a B20 TLB and the backhoe bucket won't uncurl, when I first got it it was very slow to uncurl and now it just won't go . when it's slightly uncurled (relaxes by itself) I can pull on the stick an it will curl tight.
I think my problem may be twofold, the cylinder and the control,
I know I can reseal the cylinder but can the control be overhauled?????

Reverse the 2 lines feeding the bucket.
If your problem remains the same it's the cylinder.
If your problem swaps directions it's the valve.
If your problem goes to both directions, you do have problems with both the cylinder and a valve.

Thanks for the diagnostic advice, I'll try that.
Still leaves one big question, can the control valve be overhauled and repaired if that turns out to be the problem????
