B8200 charging issue

Have charging issue on B8200. When regulator is connected but NOT mounted to dash, light stays out. As soon as I connect it to dash (ground) the light comes on. Also if connect voltage meter across ground on batt and regulator housing (not mounted to dash), (with key on, not running), I get reading of approx 11 volts. Seems like a short somewhere, don't think reg housing should not have current running thru it.
Any ideas?

Here's a couple of options...
Test dynamo to make certain it is functioning.
Investigate wiring.
Test regulator per the WSM
Buy a new regulator.

Thanks. Dynamo is putting out approx 33V at full throttle. It is new regulator. I disconnected the plug with 2 red wire from reg and it did not register the 11 volts from with it connected. That wire seems to go to main switch thru a fuse. Maybe the switch?

In order for the regulator to work you must have it gounded, it's the only way it can regulate.

My B8200 WSM shows both dynamo and alternator as possibilities.

Is confusing me as a dynamo regulator would have all terminals within one connector.

Please post a couple of photos.
