B6100 with slow and weak pto

I've had the tractor for several years and just did some maintenance on it changed engine oil, transmission fluid and such. After doing so when I went to raise and lower the arms for the PTO they were very slow and weak. Does anyone have any suggestions on how I can fix?

Did you clean the filter screen when you changed fluid?

Yes that screen is the filter for the hydraulics. ;)

If it was working fine before you changed fluids, then something went wrong or simply has air in the system and needs to be just be run for a bit and work the controls to get the air out. ;)

That's the thing about it. I had run the tractor before using the front bucket. I had also lifted the 3 point hoist just to see it work ;but I never tried to lift anything. I ran the tractor for about a half hour lifting and lowering will go up and down but it is very weak. I can stand on the arms and it will not lift me ; but if I let the arms go all the way up they will hold me up. I also tore the valve apart today and cleaned it no changes after that either. Does anyone have any other suggestions. I am tempted to pull the hydraulic piston to see if the rings or o-ring are damaged.
